PHO Rounds: Measuring the Climate Resilience of Health Systems

Climate change is having serious impacts on health and health systems in Canada. In 2021, we saw the devastating effects of climate change with the heat dome in Western North America, resulting in 619 deaths in British Columbia. There is a need to rapidly scale up our health adaptation efforts, especially considering that the frequency and intensity of many of these deadly climate events are projected to increase because of rising global temperatures. Many health authorities in Canada are taking actions to prepare for climate change through health assessments, early warning systems, training and education of staff and public education and outreach. This presentation will discuss recent guidance developed by the World Health Organization for measuring the climate resilience of health systems and practical application considerations in the Canadian context.

Intended audience: Public health officials, health care system planners, health service providers, public health leadership (MOH/AMOH), Ministry of Health employees in strategic policy and health system emergency planning, and researchers

By the end of this session, participants will be able to:

  • Identify the characteristics of climate resilient health systems
  • Describe information and guidance available to health authorities to help them prepare and respond to climate risks that affect health
  • Discuss why measuring the climate resilience of health systems is important
  • Discuss existing approaches and methods measuring climate resilience

Presenter(s): Dr. Peter Berry

Dr. Peter Berry, PhD, is currently Senior Policy Analyst and Science Advisor to the Director at the Climate Change and Innovation Bureau at Health Canada. He also serves as Adjunct Assistant Professor in the Faculty of Environment at the University of Waterloo. Peter is also involved in a number of national and international collaborations to plan for climate change impacts including Health Canada’s HealthADAPT which assisted health authorities across Canada assess climate risks to health and develop adaptation plans. Most recently Peter was co-editor and author for the national assessment Health of Canadians in a Changing Climate and served on the Health Advisory Table of the National Adaptation Strategy.

College of Family Physicians of Canada (CFPC) Affiliate Members may count RCPSC credits toward their Mainpro+ credit requirements. All other CFPC members may claim up to 50 Certified credits per cycle for participation in RCPSC MOC Section 1 accredited activities.

PHO Rounds are also approved by the Council of Professional Experience for professional development hours (PDHs) for members of the Canadian Institute of Public Health Inspectors (CIPHI).
